Is there anything we can do with the HTML that would make it easier to position the navigation links there, but that wouldn't require the navigation HTML itself to be at the top of the page?

Here's what I mean: http://malionette.org/dw/randomcss/bases/two_column_right/02.html (It's not coded for width 800 yet, just an example)
So I'm thinking put .module-navlinks on the same level as #primary, #secondary, and #tertiary.. so navlinks can still be at the bottom of the page.
I'm just worried about the problems it would cause for people who want to customize with the wizard since .module-navlinks won't be in either #secondary or #tertiary anymore.
Having a top nav isn't a "must-need" for this layout so just tell me if it doesn't work or is too much trouble (:

And just something I wanted to ask: Do the layouts submitted here need to be available for 3-column or can they be for 1 and 2-column only? I'm only asking because the layout is puny in 3-column.

I just checked, and that version looks workable. *puts it on todo list*
Also, re: customizing with wizard, we could format .module-navlinks with the same rules for color as either #secondary or #tertiary, or maybe #primary, hmm. That shouldn't be too hard, as long as we can figure out which other section we want it to match.

Kay that's great, thanks a lot! (: I was hoping that there would be a spot in the wizard for the background-color and link-color of .entry-interaction-links and .entry-management-links so .module-navlinks would match them. (or flip them around and have the entry links match the navlinks)

That's the quickest/simplest way I can think of, and hardcodes the navlinks just before the #secondary div. Somewhat hilariously, it'll still let you select the navlinks module to put in the sidebar, letting you have two of them *g* (though I can dig into removing that option entirely if you want)
We can put that into its own div, too <div id="navlinks"><!-- navlinks module code--></div>?
I'm not sure about adding yet more options, but since the module header background is the same color, can we use that instead?
Then add something like this to your style:
.module-navlinks li, .entry-interaction-links li { background: $*color_module_title_background; }
