Top layer needs to be made a layout child of Tabula Rasa, color themes need to be made theme instead of user layers. Aside from that, it should be good to go.

It's impossible to make a layout child of Tabula Rasa, only of Core2. When I tried to apply this, I found my sidebar was on the bottom, and none of the colors were present.

I tried it as layout child of s2.core2, with the themes as children under Nouveau Oleanders;

Then, I tried them as children only under Tabula Rasa. While I did get the sidebars back, none of the formatting that you had was present.

Regular users cannot make layout children of layouts, but it's what needs to be done in the back end. Those were not directions for regular users but for whoever claims this one for the last bits of conversion.

If you want to try this out on your own journal, you need to make the theme layer as a child of TR, and then create the color layer you want as a user layer and then use that layer to create a style select it to use via the Your Styles page.

When the layout is displayed with the column(s) on the right, there is no margin between #primary and #secondary because the margin (padding?) stays on the left. Is that on purpose?

Yes, that is deliberate; the title bars in the sidebar should always be hard up against the left with space on the right.

Which grammar rules are you thinking of? Noun-adjective order?

Ah. Since I don't think "nouveaux oleanders" looks as pretty, and I want to evoke the name of the art style rather than a French description per se, English.
