The paper texture is something I downloaded a long time ago - I downloaded it with the intention of making a layout with it so should be royal-free - and changed the colour to blue myself. Would this be okay, or should I find an image that's definitely okay to use?

Sorry, Dreamwidth can't use an image they don't have the license to use. You should indeed find another image if you want to include it in your theme.
